fix(make): notes fetches tags before computing PREV_TAG

Published notes for v0.4.6 said 'Changes since v0.4.2' — they
bundled four releases' worth of commits instead of one.

Cause: gh release create publishes tags to GitHub but doesn't mirror
them into the local working tree. The Makefile's PREV_TAG was computed
at parse time from the local tag list, which hadn't been refreshed
since v0.4.3 was cut. The most recent local tag that wasn't the one
being published was v0.4.2, so that's what the notes compared against.

Fix: move PREV_TAG computation into the notes recipe and run
git fetch --tags --quiet before the lookup. Now every release pulls
the current tag state before picking a base, regardless of local
freshness. '|| true' keeps the fetch optional so offline packaging
still works.
