Replaced value-ID-sized CFG frames with compact cross-block slots and reusable spill, call, exit, and edge-temporary areas.
Added signed Word <, <=, ==, and != across both IR forms, optimizers, interpreters, and all native backends.
Added floor division and modulo with deterministic zero-divisor behavior and exact negative-operand semantics on every backend.
