0.8.9 — smartmoney was dead on every bake; warm the shared roster poll

smartmoney and the insiders tab share one 810-account roster poll, but smartmoney ran inside fetch_all's 25s budget and could never finish, so its records were discarded every bake. Warming the shared memo before the timed fan-out fixes it with no additional network.
