Regulatory content update — major release

The AI Act (Regulation 2024/1689) was amended by the 2026 AI Omnibus (Parliament 2026-06-16, Council 2026-06-29; OJ publication pending at release — every affected file carries a verify the OJEU caveat). Major bump per the versioning legend (AI Act amendment).

AI Omnibus encoded

  • Annex III high-risk deferred: 2026-08-02 → 2027-12-02; Annex I2028-08-02 (fixed dates)
  • New art. 5 prohibition: AI-generated NCII / CSAM — applicable 2026-12-02
  • Art. 50(2) machine-readable-marking grace period to 2026-12-02 for pre-existing generative systems
  • Sandboxes deferred to 2027-08-02; Machinery Regulation carve-out; art. 4 softened to an obligation of means
  • New SKILL.md anti-pattern #11: the Omnibus is not a general pause — art. 5, art. 4, GPAI and art. 50 keep their original dates

GPAI Code of Practice (former roadmap v2.1.0 milestone — delivered)

  • Published 2025-07-10 (Transparency / Copyright / Safety & Security); adequacy confirmed 2025-08-01; Commission enforcement (art. 101) from 2026-08-02

Standards & guidance status

  • JTC 21: no OJEU citation yet; prEN 18228 / prEN 18284 targeted Q4 2026 under the CEN-CENELEC acceleration
  • Draft Commission guidance recorded: art. 6 classification (2026-05-19), art. 73 incident reporting + template (2025-09-26)
