Adds ABP Framework 10.3.0 as the newest stable entry in latest-versions.json, which is used by the ABP CLI to determine the latest stable ABP/LeptonX versions.
Changes:
- Inserted a new top entry for ABP 10.3.0.
- Set corresponding LeptonX version to 5.3.0 for that entry.
