npm 0.4.8 maintenance hotfix

This release updates development dependencies and CI actions, including fast-uri 3.1.9 to address development-only URI parsing advisories. Full and production-only npm audits report zero vulnerabilities at release validation time. The npm CLI runtime source and JSON contract are unchanged from 0.4.7.

Windows diagnostics are distributed separately as Windows standalone 0.5.0; this npm package continues to support macOS and Linux. The Windows changes in the generated history below belong to that separate distribution.
