fix: diagnostics card layout polish

  • Restored the divider between the main Diagnostics section and Setup Doctor, lost in 7.103.1's heading typography fix.
  • Individual health check statuses (OK/OFF/IDLE/WARN/DOWN) under Core services and Setup Doctor are now right-aligned on their own, separate from the check name, instead of appended to the label text.
  • Setup Doctor, Provider Activity, and Service Tests now share the same consistent prominent heading style.
