This new design allows importing users from more than one section into the local Wordpress user database. It is going to simplify the work for the Montreal section, which needs to import members from Montreal, Ottawa and Outaouais sections.

Fix a scenario in manual trigger where expiry is skipped

If a manual update is triggered and there are no changes coming from the national web site, the expiry phase was skipped, which is wrong.
