Add a visible retry action for failed transaction states so users can recover without confusion.

Scope

• add a retry action UI for transaction failure states
• support short explanatory text
• keep the pattern reusable for future Stellar actions

Acceptance Criteria

• failed transaction state includes a clear retry action
• messaging explains that the previous attempt failed
• the retry pattern is reusable in future flows
