Add a small consistency pass for focus ring offset values on creator action buttons.

Scope

• review creator action buttons that use keyboard-visible focus states
• align their focus ring offset treatment where the controls should match
• keep the pass scoped to creator action buttons only

Acceptance Criteria

• creator action buttons show consistent focus ring offset behavior
• keyboard focus remains clearly visible
• hover and disabled states are unchanged unless needed for consistency
