Add outline style for selected creator list filter chip

Summary
Selected filter chips in the creator list are visually distinguished by fill color, but there is no additional outline or border indicator that communicates the selected state independently of color. Adding an outline ensures the state is clear for color-blind users.

Scope

• identify the selected state style for creator list filter chips
• add an outline or border to the selected state that does not rely on color alone
• verify the outline is visible in both light and dark themes

Acceptance Criteria

• selected filter chips show an outline that is distinguishable without color
• the outline is present in both light and dark themes
• unselected chips are visually distinct from selected ones
