Features:

• Hot reload config dynamically: Now, the config file is loaded and parsed from time to time. This avoids daemon being forced to be reloaded to have some param up-to-date
• Delay targets processing: Now, there is a configurable delay between targets processing. This reduces memory pressure due to golang templating map injection, allowing GC to perform better
