JevCompass v0.1.15

This patch narrows security-specific skill suggestions: an ordinary code review no longer offers security-requirement-extraction solely because it matches the broad software domain. Explicit security, authentication, and signed-webhook tasks can still receive it. The signal is checked locally; task text is never sent to Jev. Manual recommend --domain security remains available.

The default installation has two nonblocking advisory hooks. Agent-spawn advice remains opt-in. Required project instructions and tests remain authoritative. This release changes candidate relevance; it does not establish faster task completion or higher task quality. See PILOT.md for the current evidence limits.
