JevCompass now stays silent on package documentation tasks when the only candidate is the generic shell. A relevant installed packaging skill remains eligible. Two nonblocking advisory hooks, local privacy policy and required project checks are unchanged. The change follows a 0.1.19 paired P05 quality tie; no speed or quality gain is claimed. Python 3.11 tests, artifact audit, isolated pipx wheel smoke, and PR CI passed. Desktop prompt and macOS runtime validation remain open.
