JevCompass v0.1.7 private alpha

Private alpha; downloads are restricted to collaborators with repository access.

• The prompt hook now imports its hook handler directly, avoiding the CLI module on hook startup.
• Linux CPython 3.14.7 timing sample: 30 matched launches per case; skip median 99.38 to 83.07 ms, eligible keyless median 405.13 to 390.60 ms. Eligible p95 varied.
• All 170 unit tests pass locally on CPython 3.11.15, 3.12.13, 3.13.13, and 3.14.7. Built wheel and sdist pass distribution freshness and privacy checks; isolated pipx install, hook registration, doctor, and keyless recommendation smoke pass.
• Four fresh synthetic CLI pairs tied on task quality; improvement remains unproven.
• GitHub Actions failed before runner steps because of the account billing/spending-limit block. Hosted CI and macOS are unverified.
• No PyPI or TestPyPI upload.
