Summary / 摘要

Prepare Covel v0.0.30 with a more reliable runtime execution model:

• Add durable detached post-turn jobs for eligible media work, including recovery, lifecycle APIs/events, stale-write protection, and runtime status UI.
• Show effective provider/model routing beside session-scoped runtime slot overrides.
• Convert bundled structured agents to bounded Function Calling workflows with atomic batch tools where practical.
• Fix malformed WorldIR event normalization and surface structured-output failures clearly.
• Synchronize user/developer docs, refresh the README stage preview, bump all 46 release manifests to 0.0.30, and finalize the 0.0.30 changelog.

The release tag is intentionally not created in this Draft PR. After merge and final review, tag v0.0.30 on main to trigger the release workflow.
