Teach make rpms to package an existing dist/ tree into an RPM using a small spec template, and add Fedora-based CI jobs that build, install, and compile-test those packages. Prune upstream dependency test, script, maint, and documentation cruft during dist/deps extraction so RPM dependency scanning only sees runtime files. Update package metadata and public docs links to use https://acton.now/.
