feat: Ensure acts can still be built with EDM4hep.
Try to find EDM4hep 1.0 first and fall back to the current minimal version in case that is not found.

We plan to make an EDM4hep 1.0 tag soon and since we will have
SameMajorVersioncompatibility afterwards we have to follow the same approach as is already done with podio.
