Publish spinner shows through force rebuild button

## Expected Behaviour
If I click publish and then open the force rebuild button dropdown I should see the force rebuild button.

## Actual Behaviour
The publish buttons loading spinner shows on top of the dropdown. This doesn't affect functionality.

## Steps to Reproduce
1. Click publish
1. Click force rebuild dropdown
