Block instruction is not saved

Expected Behaviour

I should be able to save block instruction text.

Actual Behaviour

If I enter block instruction text it is lost when I press save.

Steps to Reproduce

1. Create a course and go to edit block page
2. Enter instruction text
3. Save
4. Return to edit block page, notice instruction text is missing
