Wrong state for display title icon

Expected Behaviour

On form load, if the display title isn't 'linked' to the title, it should display the padlock icon for the user to click if they wish to link the two fields:

Actual Behaviour

It currently presents the wrong icon on load:

Steps to Reproduce

1. Save a form with a title different to the display title.
2. Exit and re-enter form
