I think this would be useful. Steps to reproduce would certainly help when it comes to testing.

This will hopefully give people some guidance on what should go into an in issue, both bugs and feature requests.
It would be great to get this in as part of 0.4.0 as it will be merged with master soonish but I appreciate its a bit last minute.
