help cloudmanager shows default description for ip-allowlist topic

**Expected Behavior**

`aio cloudmanager` and `aio cloudmanager:ip-allowlist` should show proper description for the IP Allowlist topic

**Actual Behavior**

They output `Bind an IP Allowlist to an environment` as the description instead
