Add Commerce Tail Log command

Users will need to be able to tail logs for individual commerce commands.

**Describe the solution you'd like**
A user should be able to use a command to tail the logs of a commerce command. They should be able to provide a commerceExecutinonId to see the log for the command that they need the log for.
