feat: introduce flag for enabling ew

Description

• Introduces new flag ew.enabled which can be set at the site level
• If enabled, chat is available by default on browse and on ew.
• If enabled, edit is opened directly in canvas without requiring an edit.path. Pre-existing edit.path at the org level still takes precedence
• Introduced simple e2es, and created a new test site https://da.live/#/da-testautomation/ewtest
