More of a starting point than a full changelog, but it at least formats the commits for all changed packages. Each package is diffed individually so that skipped packages in the last release are included. Then the commits are deduped and sorted by date.
One improvement could be to be able to exclude packages that we aren't publishing. Maybe integrate it into the versioning script.
