Splice for Windows — experimental dev build

⚠️ Work in progress. Unsigned. Things will break. This is an
automated build from the windows-support branch, not a release.

• Unsigned — Windows SmartScreen will warn on first launch
  ("More info" → "Run anyway").
• No SSH/SFTP — remote workspaces are macOS-only for now.
• Window chrome and keyboard shortcuts are still being adapted to
  Windows.

Updated automatically on every push to windows-support.

Install: download the -setup.exe (NSIS) or .msi below.
