V35 Gate 5: Dashboards Alerts Runbooks Incident Escalation

Summary

• Add package-owned OperatorRunbookCatalog derived from TelemetryTaxonomyCatalog event families.
• Generate .bitcode/v35-operator-runbook-catalog.json with source-safe runbook metadata for dashboards, alerts, incidents, escalation, commands, proof roots, repair references, and post-incident docs updates.
• Wire package exports/types, focused tests, gate checker, Gate Quality workflow coverage, public docs disclosure language, and V35 spec/roadmap closure updates.
