Alpha 0.3.9: Gold Mine wagon expeditions

Alpha 0.3.9 release train

This draft now targets current main and carries the unique Gold Mine wagon work only. The already-merged resource and Gold-art preparation commits are no longer duplicated in this PR.

What changed

• Retargeted the package, changelog, release record, operational docs, and in-menu patch panel to the undeployed Alpha 0.3.9 candidate.
• Preserved the historical Alpha 0.3.7 resource-authority and Alpha 0.3.8 world-expansion records.
• Reconciled the Gold-site policy with the inherited 10,000-cell / 2,000-anchor world: it now selects 24 passable canonical sites with a new v2 policy digest.
• Corrected the disposable v5 migration fixture so inspection never attempts a destructive downgrade from Gold tables back to the older v4 fixture.

Authority boundary

This remains a draft, undeployed source candidate. No SpacetimeDB publication, resource or Gold-site setup, founder backfill, production seed, Pages deployment, DNS change, tag, release, or merge was performed.

Local verification

• Frontend: 150 test files / 1,498 tests passed; TypeScript passed.
• SpacetimeDB: 139 pure tests passed; module build and generated-binding verification passed.
• Additive migration: disposable protocol-v5 proof passed, including refs 0–24, 1,261→10,000 expansion, v5 table preservation, and destructive rollback refusal.
• Production build plus runtime, provenance, Gold Mine, supply-wagon, and production-exclusion checks passed.
• License policy passed on the committed 0.3.9 head.

Stack

PR #52 remains the follow-on shared forest-layout draft and will be restacked on this updated head.

Superseded by the audited Alpha 0.3.11 integration in #64, now merged to protected main. Accepted work was reconciled, corrected where needed, and validated there; this original branch is intentionally not merged again.
