Adds a Tests workflow running the full pytest suite on pull_request and push to main. Until now only the drift scan and the path-filtered cross-impl JCS job ran on PRs, so a change outside the canonical modules could reach main without a single test executing. Pins action SHAs, tests on 3.10 because that is the floor requires-python declares. Local tally at this head: 762 passed.
