This is more of a private playground of mine than a fork for the greater good.

Changes:

    - Rename repo to radius
    - Get rid of original makefiles, make it rebar compatible
    - Allow passing extra env options for udp socket (i.e. sndbuf, recbuf)
    - Add simple decoding of vendor-specific AVPs
