What's new in 0.666.0

tcp_receive_raw leaked every buffer it returned (#1987). The extern
declared an owned heap buffer as a borrowed one, so nothing ever freed it.
Three std.casper externs had the same annotation gap and leaked their
results: aether_casper_resolve, aether_casper_pwd_home and
aether_casper_sysctl_str.
string.release() silently did nothing when the value was not tracked as
heap-owned (#1977). The release now frees an untracked value through
string_release rather than skipping it, so a string handed over by a call
the ownership tracker did not follow is still freed at the point the program
asks for it.
A long build path truncated the C compiler command into error: no input files (#1974). The four sites that assembled a compiler command line
warned and carried on with a truncated command; they now fail with the
length they needed and the limit they hit. The buffer size is defined once in
tools/ae_internal.h instead of three times, and the REPL uses the same one
rather than a smaller private buffer.
Two headers defined COALESCE_THRESHOLD with different values, so which
one a translation unit saw depended on include order: 512 in
runtime/scheduler/multicore_scheduler.h (a drain batch size, and the size
of two arrays) and 8 in runtime/actors/aether_message_coalescing.h. The
scheduler's is now SCHEDULER_DRAIN_BATCH, which is also what it means.

Call-site type propagation no longer walks the whole program once per
function (#1995). One walk builds a callee-to-call-sites index and each
definition resolves against its own bucket, removing a term that was
quadratic in the number of functions. Type checking a 1600-function file
drops from 0.326s to 0.072s (4.5x), and whole-compile from 0.461s to 0.185s
(2.5x); the gap widens with file size. Output is unchanged: 1287 of the
repository's .ae files compile to byte-identical C before and after.
Every declaration now uses foo(void) rather than foo(), and
-Wstrict-prototypes is on (#1996). foo() means "takes an unspecified
number of arguments", so C11 cannot check calls against it; 91 declarations
across the compiler, runtime, stdlib, LSP and tests were unchecked this way.
The warning is now part of CFLAGS, so it cannot come back.

make check-changelog catches a CHANGELOG release-fold before you push
(#2001). When a release is cut while a branch is open, merging main renames
## [current] into that version and folds the branch's entry into the
released section with no git conflict to show for it. The check lives in
tests/scripts/check_changelog_fold.sh, and the CI job now calls that same
script, so the local check and the gate cannot drift apart.
