Outcome
Documents the Task 223 entry-gate calculation against accepted Task 222 evidence and requests outside review of a STOP disposition before adding feature-only counters or a direct-tuple candidate.
At 100k, the entire addressable payload-SQL bucket is 0.514999 ms/scan against an 11.60 ms projected warm mean: a maximum theoretical 4.439647% end-to-end saving. That is below both entry gates (1 ms/scan and 5%, or 0.580000 ms).
Scope
reviews/task-223/002-owner-substage-attribution/Task 224 remains blocked pending the outside verdict.
