Re-lock @agent-ix/ix-ui-cli >=0.4.10 and @agent-ix/ts-plugin-kit >=0.1.3 so the
lockfile resolves the freshly republished (clean) npmjs tarballs instead of the
corrupted same-version republishes of 0.4.7/0.1.1. Apply prettier to release.yml.
