Devkit now distributes the plugin-facing skills (DEC-068). make link-skills symlinks the devkit's skills/ into .claude/skills/ (via link-devkit + init.sh), so a plugin clone gets the runbook skills (a0-plugin-e2e-bdd added), not just the machinery — symlinks auto-refresh on a devkit bump. make sync-skills refreshes the snapshot from the canonical skill repos before a release.
