Codex app-server can accept an active goal without routing a continuation turn. Start one through the normal ACP prompt lifecycle, while waiting for existing work and suppressing stale or duplicate continuations.
Lock down no-turn resume behavior and ensure concurrent replacements start work only for the latest active goal.
