v1.12.0 — what am I running, and who said so

--effective-config: the assembled config and the layer that set each setting,
running on a broken config too, with credentials redacted. install.sh falls
back to the releases/latest redirect when the GitHub API quota is spent. Plus
the test coverage v1.11.0 shipped without.
