v1.8.0 — the instruction runtime: forms, delivery, signing

Conformant reference runtime for the Instruction Specification (§3–§7):
all §4 forms, the byte-exact §3.5 delivery pipeline, §7 signing (default-off
sign feature, no new dependency), instruction_sources + the §7.7 freshness
watch. Verified against the spec's samples and delivered text by the
specification maintainer.
