Hephaestus Network routing hardening + selective grounding. Validated on LIVE prod (hub-only 10/10, multi-route 10/10).

  • multi-routing: local-first + Hub merge so a better Hub agent is surfaced instead of clarifying on local alone
  • Hub-borrowed agents get a stable agent_id + persistent local memory + a grounding directive (consult memory/ontology only when the task needs it)
  • ontology runtime: fixed IndexError on empty (irrelevant) agent_id queries → selective grounding
  • adapters synced, 86 tests + verify-package PASS
