• Excludes routing-card plugins from the user-facing agent route pool, so tools such as plugin/shopify-dev cannot be selected or recommended as runnable agents.
• Mirrors the same router fix into the Claude Code and Codex plugin bundles.

Changed

• Updates runtime manifests, plugin manifests, install defaults, global command refs, and tests to v1.0.4 so desktop bundles and CLI installs can pin the same engine tag.
