Support for additional project-specific marketplaces

CC and Copilot allow users to configure [additional marketplaces](https://code.claude.com/docs/en/plugin-marketplaces#require-marketplaces-for-your-team) for their workspaces/repositories. I think there is a compelling use case for this as teams develop their own sets of agent utilities for their projects.
