Require independent participants for reliability campaigns

Summary

• report all inactive reliability policies even before the observation ledger exists
• add a public-only participant manifest for authority owners, observers, RPC operators, signer policies, and maturity agents
• reject same-controller or same-custody wallet sets as independent participants
• bind the reviewed participant manifest hash into preflight, partial deployment identity, final deployment manifest, and post-deployment verification
• provide pre-deployment and deployed-campaign template/validation commands without handling private keys

• node syntax checks for participant prep, preflight, deploy, and verify
• current campaign template correctly remains NOT READY
