Conformance package release from the consolidated trace-spec repository.

  • Adds dinakarjs's portable anchor inclusion vectors: nine positive and eighteen negative cases, with a Python harness and independent JavaScript cross-check (#463; original trace-tests #137).
  • Moves package source and maintenance to trace-spec/conformance. Package name, trace_tests import and trace-tests CLI are unchanged.
  • Documentation: https://trace.agentrust-io.com/conformance/

Reviewed cutover: #465. This release covers agentrust-trace-tests; the root agentrust-trace library is unchanged.
