v3.14.1 — installer/install.py #979 fix

Patches installer/install.py to reference scripts/health_check.py (was stale scripts/housekeeping_protocol.py from partial #979 propagation in v3.11.1). Restores CI green on this template; test_enhanced_installer.py::test_standard_install and test_advanced_install assertions satisfied.
