UoM consistency

While finalizing the plant tissue method list there was agreement to consolidate mass per mass unit of measure to percent. This issue is to propose following that in the existing v2 soil and manure method lists where some methods use g/kg, mg/kg, ppm, or percent. For the purposes of data transfer that Modus provides consistent units across methods and lists makes sense.

Also as part of this clean up there were a few methods that used imperial units (lb, ac, etc.), we propose to align with ADAPT these will also be changed to SI units as part of this issue.

Per discussion in 06 Apr 2026 Agrisemantics committee meeting we need to review the mass-per-mass as a percent idea. Might need to add a quantity kind or do something else to differentiate between percents. As it stands with this proposal there would not be a good way to know when a percent is on a volume-per-volume basis or mass-to-mass and that they could not be compared since the use of percent is slightly different in that example. Plan to do some more review on QUDT and how their quantity kind system works in relation to a UoM.
