Recovery and skip-proof-verification modes

New mode setting in [aggchain-proof-service.aggchain-proof-builder]:

Mode	Program proven	Use
standard (default)	standard	Unchanged from rc.2. Existing configs need no change.
recovery	noop	Settle a halted FEP chain after an L2 reorg past a settled output. op-succinct-proposer is not used.
skip-proof-verification	noop	Run without FEP proof verification, with op-succinct-proposer in SP1 mock mode.

The noop program commits its public values without verifying anything. It's for test environments only, for the recovery and skip-proof-verification modes. Register its vkey only in the rollup's own ownedAggchainVKeys, never on the AgglayerGateway.
