updated for the artifact evaluation feedback

1. added the reference to the paper and a license
2. fixed the missed command and dependency for the docker image build-up
3. added more descriptions of the scripts, how long a script may take to finish running, and how much space the generated logs may take
4. added scripts to facilitate configuring the IP for experiments
5. updated README
