Version for revised manuscript on CA infrastructure partnership planning

This release contains all code and data associated with the following manuscript. v2.0 represents the second version which corresponds to the revised manuscript submitted after one round of peer review. See the repository README for detailed instructions for how to reproduce the analysis. The results file results_reevaluation_disagg.hdf5 is included in the release as a binary because this file is too large to store in the repository itself. This v1.0 release represents the state of the repository upon initial submission of the manuscript for review.
