Regression from PHPStan typing batch read matched locale text from
$value[$localeCode] (numeric list, always missing) instead of
$localizedValue, so every array-mode LOCALIZED field returned '' when
a Locale-Code header was present. Restores single-string responses
for storefront requests while keeping the full array for headerless
(dashboard) requests.
