feat(parse-package-toml): add action to parse aica-package.toml

Description

New actions for aica-package.toml:

• check-version-toml: works the exact same way as check-version but uses aica-package.toml
• parse-package-toml: similar to parse-package but use aica-package.toml, however the outputs are slightly differents: name is now ros_name (the name compatible with package.xml), hyphenated_name is now name (the one in aica-package.toml), version is the same
